Does anyone know? The current is around 13 dc amps much of the time and never goes much above 30.

The regulator built into the Alternator. Your readings are O.K. There are a lot of variables but, 14.8 should be max. voltage. A 13 reading is running voltage. Amps depends on how discharged your batteries are. The more amps the more drained. Amps will go high on starting then drop to just carry the load.

Rich, as the voltage state or charge in the battery increases the resistance increases. So, a discharged battery will show much higher current flow than will a nearly or fully charged battery.
Of course this assumes a battery in good shape. If the battery is not in good shape all bets are off.
