Rich, you can generally get better help if you tell us what model and year coach you have.
I can tell you that on the 2004 Allure the fuse is easily found and clearly identified in the run bay below the driver. It is in the ignition switched circuit box.
As far as trouble shooting I would start by checking the power input at the FDCA. If you have power to the controller yet are running at high fan speed even when cold, the odds are that you need anew FDCA. The complete trouble shooting instructions include the use of a magnetic tachometer to check the fan speed at different temperatures. Cummins Coach Care can do that for you if you wish. You can generally expect a 4 week wait for the new FDCA.

Not sure why that link doesn't work, but if you go to the file section and do a "find" by clicking "EDIT" at the top left of the web page, then clicking "FIND ON THIS PAGE" then type in "Hydraulic Fan Test Procedure2.pdf", you will then find the procedure.

If you look to the left of your screen, you will see a list of stuff that you can click on, Like HOME, MESSAGES, FILES, etc. Just click on the "FILES" link and it brings you to a list of useful files that others have posted. There are also some useful pictures from the "PICTURES" link right below the "FILES" link.
