I have bought two cars in Yuma, Az. One was a new 2009 Honda CRV, the other a used 2009 Nissan. Each from their respective dealers. In both cases, I was able to defer the sales tax until I returned to my home in Nevada. I was able to get a 90 day temporary Az. permit for each car, even though Nv. says you must lic. the vehicle within 30 days, which I did. You want to check how your state feels about the time you can operate on an out of state temp. permit.
Someone is giving you a bum steer on Az. dealer practices. It may vary from dealer to dealer, but if two dealers in Yuma can waive the Az. sales tax, it must be permissable. Try other dealers.

Both these sales took place in Nov. 2009
