Last summer that happened to us in Maine. Turned out to be a ground also, but it took a lot of trouble shooting to discover that. Until we could get to a technician, PMCS is Tucson had me disconnect the wires from the motor. Then take the battery from my cordless drill and the leads from my volt meter and connect the two using tape. I then stuck the free end of the leads into the motor wiring terminal - the steps came in. I left the motor disconnected so the steps would not move.
