Hey Dave,
I intended to report back to the group when I was back on the road. That hasn't happened yet, so I'll tell you what I know so far.
Phase 1) Initially they suspected the lift pump because there was some leakage around it, plus there was air in the fuel. I was sceptical. I related to them that other members in the group indicated lift pump failure was usually accomanied by fuel on the ground. About 4 years ago, I had purchased the pump rebuild kit and was carrying it with me, so they put it on. No difference.
Phase 2) After following their trouble-shooting tree, the attention focused on the injection pump. They found there was an interupted ground to the electronic portion of the pump. The pump is built in 3 basic modules. The electronic portion is one of the modules. They discovered that missing segment in the ground loop is internal to the electronic module. Next question: Can I avoid buying a $4700 pump by just buying the electronic module replacement? After much horse trading with Cummins, the answer was 'yes'. Only 900 bucks.
They installed the new module and the engine started right up..............with one problem.........it was loping.
Phase 3) It is loping because (hope I understand this correctly....was just told to me about 10 minutes ago) the lack af a ground in the pump caused damage to the ECM. There are none (ECM's) in the state of Michigan. Thery are going to fly one in to the major Cummins facility in Grand Rapids and drive mine down to meet it so that the data transfer can be done there. Drive it back up to Cadillac, Mi where we're at, and hopefully I'll be back on the road sometime tomorrow.
Believe it or not, this has been the 'Readers' Digest' version of what's actually been going on.
I'm trying not to think about what the invoice will look like.
I'll check back in when all is known and share it with some of you other trembling ISC owners.

Dave, Question: in your Phase 1 description you say "some leakage around it" then installed re-build kit "No Difference"...does that also mean you still have leakage around the Lift Pump? if so not good.
Comment: If you can try to have them print out the ECM Parameters prior to transferring DATA, then print out following transfer of DATA to make sure they exactly the same. I know of folks that had this done and parameters to transfer exact.

The lift pump was functioning OK, but may have been starting to fail. I'm glad the rebuild kit is in it and it is now totally OK. The 'no difference' comment meant the engine still didn't start and run as it should. Nothing had changed.
Latest update: They will print a hard copy of both before and after and I also asked them.....as long as they're right in there anyway, to up the HP from 350 to 370. They'll check and as long as all of the other parameters will support the increase, that'll get done too.
Thanks for your input. I'll get an extra 20 HP thrown in for an extra hundred bucks. Hope to be back on the road by tomorrow night.

Dave, thanks for the clarification and info on your repair issues. Sure hope it all works out good for you. I also chipped my ISL 370 to 400HP, but can't say I notice the difference, but what the heck spend the $100 Bucks and enjoy.

Hi Folks,
Here is the final chapter on the non-starting Cummins ISC saga for those that are interested.
On the injector pump, there is a voltage suppressor that is supposed to guard the ECM from being spiked by transient voltages from (among other things)the coil that is in the electronic portion of the injector pump. That suppressor failed.
Subsequently, the portion of the ECM that sends fuel delivery info to the pump was fried. In short, the pump didn't know what to do, hence the erratic firing of the cylinders.
The electronic portion of the injection pump was replaced as well as the transient suppressor as well as the ECM.
I was not able to get the 20HP engine upgrade when the new ECM was loaded with the data from the old one because that would have required new (different) injectors. I was not willing to spend the extra time nor the money it would have taken to get that done, so I'm still at 350HP.
If you are ever in Upper Central Michigan and in need of Cummins service, let me give a 5 star rating to Cadillac Truck Service in the City of Cadillac. Their $80/hr shop rate is very reasonable and they went waaaay above and beyond in providing timely service. This engine anomoly is not a common everyday occurence and they burned a tremendous amount of shoe leather and telefone time to make the repair happen. They were absolutely tenacious in finding the problem and would not resort to the "Let's plug in this part and see if that works" mentality.
