Title: Dash heat

I am writing for my friend that has a 99 Intrigue, and called today complaining that when he is traveling at highway speed he gets plenty of heat via his dash vents, but when he slows to enter a town, etc. the air goes from warm to very cool. He had the heater core replaced a couple of years ago, but now finds water, not antifreeze, dripping out of the heater core box drain holes.
Anyone had this problem or have any thoughts as to why the dash heat would go from warm to cool?

Here's just a thought to try. Remove the cover by the step. There is a vacuum bottle, looks like a big plastic bottle. Make sure both lines are hooked up and tight. Sounds like a vacuum leak.? I'ts worth a try.
