I believe that every state in the USA has some questionable traffic rules that apply to big-rig truckers and coincidentally include Motor homes.
I am just curious:

Has anyone on this forum had any direct personal experience or heard of anyone being cited for driving a coach longer than 40' on side roads in California?

There are many stories in the past, but they mostly concerned residents of California. Later on the State designated certain roads for coaches over 40' as the State had allowed dealers to sell coaches over 40' and collected taxes on them and issued license plates. So the law was changed as I remember. Plus there was a squabble about the fact that out of state residents could drive their longer than 40 ft coaches in California and have direct access to RV parks, fuel stations and service facilities on non approved California roads for residents. I guess it finally worked itself out as I have not heard any rumblings in quite awhile. But that's not to say if you break the law on some minor infraction and you aren't polite to the officer, he won't get out a tape measure and try to nail you on length, width, height and weight restrictions. Just so you can go thru the court process and make your trip inconvenient and memorable. Like in Texas when dealing with DPS Officers or Texas Rangers, be humble and polite, have him explain everything and save it for the Judge.

I did meet someone last December who was ticket for being over 55' in length, on the Interstate. I can imagine that side roads can be post for weight/number of axles and length, seems likely that one could be ticketed.

In California the combined overall length is 65' not 55' and a special license (Class B?) is required for a coach over 40'>
