You may want to check to make sure the inline check valve is clear of paper etc. The location of the valve is inline and can be seen under the refrigerator. It is clear plastic so you can see the inside of it. Also make sure the water pressure accumulator is working properly. It has a diaphram which can rupture. This will reduce flush water volume.
The best way we have found to unplug it and clean the check valve is to close the small bowl rinse valve behind the toilet and then hold (neck down) a one liter or similar size plastic bottle in the toilet outlet at the bottom of the bowl and make several long flushes. If the accumulator tank is working then the above procedure always works and cleans the check valve.

As you didn't mention model and year, there is no telling where the back-up valve is. Mine is under the
floor of the sink directly in front of the toilet. After the valve is cleared out by covering the drain hole of the toilet and pushing the go button forcing the water through the drain pipe, just remember you
need to use more water when flushing solids. I would recommend holding the button down at least one
second after everything clears the bow. Sometimes maybe 2 seconds. I've only been plugged once and

We have been dealing with poor flush issues for some time. It appeared that the drain to the black water tank was clogged because the bowl would fill upon reflush but would not drain unless I used a plunger. Well I could not have been more wrong. I stumbled across an article on RV net that pointed to a water in issue, not a water out issue. The issue is that contaminants in the water left reside in the hose # 12, elbow # 13 and the base # 14. When the contaminants randomly brake loose they clog the small inlet orifice in the base preventing the high pressure water from entering and clearing the bowl. I pulled the toilet cleaned the 3 parts reinstalled and the toilet works like new.
