If I understand what has be written... If I start up a cold engine and walk to the intake opening on the side, this paper should stick to the grill for a few moment/minutes. After this brief time, the paper should no longer stick to the grill and fall off. CORRECT? If it continues to stick, I probably have a bad controller. CORRECT?

Another option would be to start the engine and then go to DS first bay and find the 12 volt fuse labeled Fan Control and pull the fuse. It should go to high speed by default as if there was a fault with the Fan Control it should go to high to protect the engine. If there is no change in speed then it may well be already be at high speed.
