We are planning on going into Hill City, SD from Casper, WY .

Trying to find out the best and safest route between the two,

How are the roads if I go N/E from Casper and head towards Newcastle and on in to Hill City.

OR

Head east on 87 and take highway 18 towards Hill City.

This will be the first time in this area and we will be towing our Personal Vehicle.

Normally I'd recommend going East to Lusk, WY, then North on US-18/85. Unfortunately, US-18/85 is closed (due to flood damage) between Lusk and WY-270. Check Wyoming road conditions before taking that route!
 It looks like WY-270 would be a viable detour around the Lust closure, but I can't vouch for that particular route.
