Title: Wiring Thru Floor

I want to run cables down my refer roof vent to my solar controller in the electric compartment but am having trouble figuring out how to get thru the floor. I tried to drill tonight about 3" in from the outside wall; but my bit let me know I was hitting steel. So, without knowing what I was drilling into and where, I quit. I did learn, however, that I have two floors and an air space in between.

I want to get down to my wet bay which will let me get the cables next door to the propane bay which backs up to the electric compartment. My refer cabinet is directly above the wet bay. If I can get thru my refer floor(s) and see the holes in the wet bay ceiling, I'm home free.

Trouble is wet bay has that stainless steel front covering my view of most of the wet bay ceiling.

I searched and found lots of people who've done this but no one talked about how to get through the floor(s) and where. Can any of you help?
