I have power through the Smart Wheel controller and I hear a clicking soun wheel

d but no horn, schematic shows a relay downstream of the VIP controller, but I have no idea where to look, it is not in the run bay under the drivers seat.
Any help would be appreciated.

I had same problem with my 2005 allure.  extend generator out and there is a panel with screws to remove on firewall on drivers side relay is behind this panel.  My connections were just dirty, I just cleaned them up and horn worked. Dave 2005 Allure#31284 From:
