Cylinder head crack or head gasket. Techs can use a bore scope to inspect inside each cylinder with injectors removed.
With 1000's of engines made over the years failures usually occur in known cylinder numbers. On Detroit Series-60 white smoke or antifreeze out exhaust comes from cylinder # 6.

Some interesting information I found on this issue: White smoke occurs as a result of combustion temperature being so low that only partial combustion occurs and the partially burned fuel that exits the exhaust is in the form of a white vapory smoke. Technically, the white color is caused by the light-scattering characteristics of the re-condensed droplets of fuel (unburned or partially burned) larger than one micron.
Many factors contribute to this unsociable condition and it can be one or more of the following:
1. Poor fuel quality (low cetane rating).
2. Low inlet air temperature.
3. Low coolant temperature.
4. Low compression ratio.
5. Retarded (incorrect) ignition timing.
6. Incorrect/failed fuel injection components.

MY former Ford 7.3 liter diesel in my F-350 was a known for a thin wall on cylinder #8 that cracked because my added banks turbo charger and the increase of fuel from a cranked up injection pump raised temps and pressures .. I had to have a new short Block installed. But fortunately you have cylinder liners and there maybe a less costly repair. Hope its a head gasket without other complications. TWI 2004 Intrigue 1173

My C13 will do the same thing if I don't use the engine preheat when I am above 4000ft and the temp is below 50. I don't know about the C9 but the C13 has no glow plugs or intake heater. If the engine is not preheated it will run rough and produce a ton of white smoke when it is started. This happened to us in Santa Fe when the coach was only a year old. I scared the heck out of me so I stopped at a CAT truck shop in Albuquerque and they told me to always use the engine preheat and I would not have the problem. We are at 83000 and no problems since then.

Leaky valve guides usually most often bring blue smoke with failure.

How many miles do you have on the oil. I know what the book said BUT with the HEUI pump 5-6000miles is about max because the injectors are oil fired needs 500 lbs to fire and start. The injectors shear the oil so they need clean oil. Do you run anything in the fuel. This may help.

My max is three to four thousand miles! It's a cheap guarantee for these engines!

According to the trainer at Peterson CAT, 10k miles/yearly is the oil change interval for a C9. Also the C9 does not have liners.

The white smoke at start up maybe caused by the moisture in the exhaust system. If your MH has been sitting in a climate with high humidity for a period of time, the exhaust may emit white smoke until the moisture is burned off, 2-5 min. If you have washed the coach and got water into the exhaust system, it will blow white smoke, 2-5 min. If your coolant level is not decreasing, its not a head gasket or cracked block problem.

I had my engine temp reach 239 deg and it did not blow the head gasket or crack the block, no lose of coolant and I occasionally blow white smoke, not to worry.

Hope this helps.
