My sixteen-year-old 15000 BTU Penguin is causing over-voltage shut down on generator on Startup. It works and cools fine on Shore power. Onan says that it's probably a bad capacitor in the air conditioner that can be replaced. Can anyone give me some help with this please?

You should verify the ratings on your capacitor(s). Also physical characteristics.

I cant believe I have gone all of these years not realizing it could be the start cap. I even replaced the breaker on the generator only to have it trip on occasion. Stupid me!! Thanks for the tip.
