Thanks to everybody for the excellent ideas on troubleshooting this problem. There is no voltage at the trailer connector, so the toad running lights don't work, either.
Thanks to you all, I realized that although I had checked for 12vdc at the headlight switch and at the switch-side of the multi-pin connector near the switch, I did not strip a little insulation and check for voltage on the running light wire (#11) leaving that connector. I'll take care of that today and let you know what I find.
