I am in the process of getting a flat tire changed. Is there something that needs to be done to hook up the Smart Tire while the tire is off the rim? Of course, since the man does not speak English and I don't speak Spanish, it may not matter if something needs to be done or not!

Ree, I can't be any help on the Smart Tire issue for you, but would like your views/comments on San Felipe.
When my wife and I lived in Az. we frequently visited Rocky Point, which is directly across the Sea of Cortez from where you are now. Let us know how you like it.
