If all they have ever done to your door is to repaint it twice, it will never be fixed. You have to completely reskin the door to have a chance. We had the problem on our 99 Intrigue and brought it to the attention of a service tech at a CCI rally. Not knowing what the cause was, I accepted the techs word when he told me it was nothing to worry about, just some dirt under the paint. Any body shop could fix it. After learning more about it on this site I contacted CC and was told I was two months beyond getting any help from them. When I reminded them that I was shinned off five months earlier they sent me a new door kit under their goodwill policy. Had to cover labor myself.
Since they had tried to fix it the wrong way twice before, maybe you have ssome recourse to get it done right. Good luck.
Remember, owning a Country Coach is the same as being in love. You have a tendency to overlook faults. Kinda like the Battered Wife Syndrome.

I have a 99 Allure which I bought new. The factory reskinned it twice as the first time the new surface did not stick the its' substrate and it bulged when warm. They reskinned it a second time for me in 2004 at the factory. They were very nice about it.
