I have not tried it, and I would not. I suspect if they catch you driving down the road with the TV going, it might be an expensive fine. If you happen to get into an accident and they can prove the TV was going at the time, I suspect that would be really, really expensive lawsuit.
By law, any TV which is visible to the driver must have a cutout which shuts it down when the ignition is on. The law itself pretty much tells you how to defeat it :-) Either the TV has been modified with a wire to tell it when the ignition is on, or it is plugged into a switched outlet controlled by the ignition switch.
There are safer options to listen to TV (or Sirius over the satallite). In the older units, which run a VCR into the sound system, I suspect that it either will, or could be made to, run the VCR and sound system while driving without any danger of being cited. If you don't have a VCR, you can pick up a small receiver which includes the TV bands and plug that in instead.
Newer systems may or may not have inputs to the sound system. It's tacky, but you can easily find a short range FM transmitter, run your TV band into it, and listen to the TV over the radio. Or if you have an auto-style sound system, it may have an input (for CD changer), or a cassette deck (they have adapters to insert sound via this) or use the FM transmitter mentioned above.
