Larry, I have the same setup and the light does not come on when the key is turned. I assume this is because the jake brake turns itself off at about 5mph, even when the rocker switch is turned on. In fact, it's the only warning light that doesn't come on for an instant when the key is turned on.

I agree with Walt's comment regarding the Jake Brake light. In fact, when I am slowing down with the Jake Brake engaged the light goes out at about 5 mph.
Also, it does not come on when the key is turned on prior to engine start.

If your exhaust brake is PAC brake, it is probably like mine.
In my coach pac brake is an exhaust restricting valve, valve actuator cylinder & solenoid valve to power the air cylinder. No pac electronics or switch. All controls are in Allison & Cat programs. The Allison electrically powers the pac solenoid valve. Pac light on dash is parallel to solenoid valve. If pac action does not correspond to pac dash light, your have a problem in mechanical parts or wire to solenoid valve. My C9 Cat has user program parameters for pac brake action. My minimal understanding is the Allison has final control so that brake can't damage Allison.
My C9 program has been changed to "pre-select" second gear, engage pac @ 10 M/H over cruise speed, engage pac when throttle closes & ignore service brake.
If your pac brake has a pac control module, it is an added unit, probably dealer installed.
