Larry, I went through the same rigamarole trying to fix the same problem on my 3 stage jake brake It turned out to be a broken wire from the jake brake on/off switch straight down into the run box to the relay. They never did find out where the wire was broken. I had them abandon the wire and run a new one. Viola! no more problem.
