Try cycling that valve with the lever handle at the bottom of the utility bay. Mine leaks on on occasion, too. There probably just some stuff on the valve seat. Contrary to what the drawing may look like, it is in the system. For instance, to fill the tank using the city water hook up you have to turn that handle and if you should turn on the pump while filling nothing happens, so that valve essentially isolates that tank. You are either filling the tank or using it. It is bypassed on city water (even though it appears to be selected) because the city pressure is greater than the pump.

There is a check valve (one way valve) that is part of the water fill connection. Some time you can reset it with the eraser end of a pencil, take care not to push in too hard.
