When I remove the fuel tank filler cap there is a loud "rush of air" noise, especially if the tank is near the 1/4 mark and I have been on the road for several hours. Is this normal? Haven't notice any engine performance issues.

We had a similar problem. First check the vent. They often cover it with undercoat. Next open the inspection cover in the first bay, and look at the top of the vent line. Ours was plugged with a "flap" of metal where they cut the line and didn't de-burr the cut.
Ours was so bad the engine would sag under heavy load and a very LOUD bang would occur when the pressure was equalized.

fuel caps it says Stant Vacuum Only aside from some warnings about spraying fuel. This leads me to believe that the fuel tanks are supposed to be under vacuum but I have never inquired about it.

I think this is normal. My last and present coach did/do this and both my cars do too.
