What time should we plan to arrive at the mall on Wed. for the CC rally? Are folks there early in the day, or is it late afternoon that they will congregate?

Arrival time usually starts late morning and goes for as long as it takes. The earlier you arrive the more time you have to meet people and also to shop in the mall.
