They are possibly connected as the PTO drives the fan hydraulics. Bypassing the controller sets the fans on all the time. The mechanic hooked up the wiring to the controller and it would only work on high speed. Originally when he hooked up by-passing the controller he wired a switch so I could turn it off and on. Currently, it does not seem to matter., if hooked to the controller it runs at full speed no matter what you do, just like when it was by-passed and the switch was on.
