Tank Monitor Gauges Remain 100% lighted

My coach has 5 idiot lights that represent tank capacity remaining/filled for LP, fresh water, grey water, black water in quarter tank increments.
Currently all the lights are lit up constantly. We know the contents of each tank and none are 100% full. The momentary toggle switches for each tank sensor produce no result.

There is one fuse that runs to the toggle switches and it is ok.
I assume that the levels lights are activated when a circuit is completed by the tank sensors creating a ground. There is a positive voltage wire to the lights that comes from the tank monitor circuit board.
I find no mention of other fuses and have attempted to trace the nest of wires by number behind the overhead dash panel to little success.

The water tank sensor wires are 237, 238,239.
Has anyone dealt with this issue in a 1995 or thereabout vintage Magna that can give me a hint? Any ideas are appreciated.

Since the lights are normally off until a toggle switch is pushed, then maybe one switch has failed in the on position. I will check.

Could be that the board has gone bad.
