step cover not working

The step cover on my 2003 Magna stopped working, the switches and motor check out, probably a broken wire. Anybody have idea how to access? Repair shop says have to pull floor under driver and $$$$. Is this something to tackle on my own? thanks

On my old Magna, the step cover actuator is on the ceiling of the front driver side basement compartment.

I have to tap the long metal casing with a hammer every so often to "fix" it.
