Window Valance Dampness

The bottom cloth of the window boxes around the front of our coach's windows had water stains. We assumed the previous owner left a window open during a rain storm. However, while traveling in Florida over the holidays, we noticed the stains were damp and became even more damp. I understand the problems with condensation, but the metal behind near the window was not wet at all! A real mystery to me why just the bottom of the boxes get moist and then stain. Anyone else have this problem? I would appreciate any information or solutions.
