House batteries not charging with generator or shore power

Another electrical issue with my Affinity.  Probably caused by my damaged (low house batteries: 12.3v resting).  When plugged into shore power, everything seems to work.  When driving, my house and chassis batteries are being charged.  When on generator power, 110v systems (AC, microwave, fridge) work but my house batteries are draining .. not charging. 
Also, my inverter fault code shows #207 or #207, indicating low or damaged batteries. 
My question: should I fix the charging system first or replace the batteries and then troubleshot the charging problem?  Is there an easy way to check for diy fix for this?  Thank you.

I had bad house batteries that destroyed my HWH control box and a couple other electrical components. If your coach was mine, knowing what I know now, I would pull those old batteries before they do some extensive damage. Get replacements when you can and see if your house wakes up. If not, then troubleshoot your issues.

I suggest that you check the circuit breaker for you inerter/charger. If the breaker is open it will not charge.

If your breaker is okay you might check the reset button on your inverter charger.
