Lost Water Pressure

I am not certain what happened, but for whatever reason, I can't seem to get water flow or pressure in my 2008 Tribute 260. Both the onboard pump as well as the external hose, when hooked up and turned on manage only a trickle of water about the size of a wooden pencil's flow size. It almost seems that something is plugging the system up, but it is downstream of both the electric water pump, and the outside hose. When I first turn on the water faucet, I have about 2-3 seconds of good water flow and pressure, which quickly dies down to just a small flow. The electric water pump will come on, and then slows down to just on, then off, then on, rather than on steady to build up pressure. Any thoughts on where the problem might be, and as to what it is? How to fix it? I have even thought of attaching air through a faucet and back-blowing, but that still in my mind doesn't answer as to what is causing the drop in flow/pressure.

When I look at my Country Coach Manual, I can find the schematic for the water system, but I can't locate any water filter that is supposed to be in the system. I have removed access panels in the water bay and looked behind them with a flashlight and don't see any water filter, nor do I see anything that I can say is a backflow preventer. I suspected either of these, but don't know where to find them. I once had a water leak that I traced to one of the lines being loose, but when I had tightened the b-nut, that fixed the issue. I have been all through the coach with a flashlight and mirror looking for hidden items such as a house water filter, but can't locate it. I suspect that this being an "Entry Level" coach, that these items may have been "left off". The water inlet screen where the outside hose attaches is clean as well. The problem has, in my opinion, to be common with both the onboard electric pump, and the shore water. I would suspect a water filter, but don't know where to find it if it is indeed there. I suspect the filter is in the same place as it is in our Inspire. On the passenger side directly opposite your water bay there will be what looks like a basement door with no door handle. Remove the 2 bolts from under the bottom lip and the panel hinges up to give you access to the holding tanks and the 4" water filter at the top left side of the bay.

On my 2007 the water filter is located in the bay directly in front of the rear wheel of the passenger side of the coach. When I open that bay I can see all of the back side of the tank opposite the water connection bay. Later model of that year have a black plastic cover over the tank and there is a access door that will need to be removed to access the filter.
took a while to find on my 2007 as it does not have a latch like the other bay doors- had to remove two screws. when found there was no media filter in the canister.

Check to make sure the outside (plumbing bay) faucet is NOT on.
Check water filter and incoming pressure reducer.
