Radiator fan questions

After reading all the different posts about overheating, fan controllers, etc. I am interested in knowing if there is a source that fully explains how the fan is supposed to work.
My Allure is the first side rad coach I've had. We've not traveled enough to know if overheating will be an issue. I know about keeping rpm's up when climbing steep grades from my previous DP. The fan seems to come on full blast as soon as the coach is started and, to my knowledge, doesn't seem to alter speed. So, I am interested in knowing how it is supposed to behave so I will know if I have any potential issues.
I did ask my local Cummins Coach Care folks if it was supposed to run at full speed all the time and they just said 'it was working as designed.' I am not convinced they did anything other than observe that the fan goes round and makes fan noises.
