has anyone ever had water come out of the valve in your propane water heater that is supposed to leak if the water is too hot or too high of a pressure? is it possible to just change the valve for a new one? thanks for any advice you can give me

Make sure the electricity to the water heater is OFF before draining your tank! The electrical heating element will burn out within a minute or two if it isn't submerged. I speak from experience.

Atwood has several interesting documents on their web site (www.atwoodmobile.com), including "Care & Maintenances for your Atwood Water Heater", that explain relief valve leaks and how to restore the air gap (without removing the drain plug), wiring diagrams, etc.
I'd also highly recommend using a tank "flushing wand" at least once a year to remove sediment build up - just pumping water through the tank won't get most of the gunk out. The "wand" is just a small diameter rigid tube that attaches to a garden hose and is inserted into the drain plug hole. You should be able to find a cleaning wand at a well-stocked RV supplier (or RV rally vendor) for five dollars or so.
