What is the small piece of cardboard with Onan f/filter?

Went to change my Onan 7.5 diesel fuel filter and noticed a small piece of cardboard about the size of a stamp, inside the cellephane (sp?) that was wrapped around the filter. I bought two new filters and noticed that both had the same thing. Any ideas what this is supposed to be for? Thanks for any thoughts
