Allison & Caterpillar with bad shifts, "data communication problem

Since last Cat service, Allison lets Cat flare on 2 - 3 shift & flare up to 400 R/M on 3 - 4 shift. We have heard repeatedly that bad shifts are due to a communication problem thru data bus between Allison & Caterpillar. Have you already had this problem? What is cause of problem?

We are @ Camping World next to Lazy Days, Tampa FL. CC does not list an Allison service facility in FL.
