Echo Charger Operation

So, after the recent discussion and subsequent confusion about how an echo charger works, is it correct to assume that if the Echo Charger is working properly and the chassis battery is in good shape, the chassis battery voltage should read the same as the house bank (over time) whenever the house bank is above 13.0 volts? And, if it's entirely independent of any other power source, then the chassis battery will draw some power from the house bank for a short time when the input charging source is stopped. For example, while running the generator or plugged into shore power, the house bank gets to a float voltage of 13.6. If the chassis battery hasn't been fully charged yet due to the small amperage sent to it, or if it's draw-down is quicker than the house bank (very unlikely) it will continue to draw power from the house bank until either they become equal or the house bank falls back down to 13 volts. Right?

That's right. If everything is working properly as described the coach start battery should be at about the same voltage as the house batteries. In my RV the coach start battery is running about 12.6VDC while the house bank (either or both bats) is at 13.6VDC.

My experience on this has been that the house batteries will NOT be at the float level while the chassis batteries are as low as yours are. The Echo charger should be drawing 15 amps to your chassis batteries which means the charger/inverter cannot be at float with a 15 amp draw on it. It will increase voltage up to 14.4 so the Echo Charger can do the same and get the chassis batteries charged higher than that 12.6 you are experiencing. Once the chassis batteries get to about 13.4 or thereabouts, the Echo Charger will drop its supplied current down which means the charger/inverter will stop supplying the high voltage and current to the house batteries and will drop down to a float of about 13.6.
With a difference of 12.6 chassis to 13.6 house, and the chassis batteries don't get higher just from the Echo Charger, you have a problem of some sort. Bad chassis battery(s), blown fuse between Echo Charger and chassis batteries, or bad Echo Charger. I suspect your Echo Charger is blinking green if the fuse is blown.
