Noticed a slow oil leak coming from oil pan on ISL...

Those composite oil pans were a Country Coach specification. I replaced mine three times, twice for a crack/leaky gasket and finally for the situation you describe. I was able to tighten the bolt a couple of years ago, but it came loose again.
Cummins at Coburg, OR recommended that the oil pan be replaced with a steel pan. Now, we both know what little road clearance there is with the oil pan, but the steel pan provides the same clearance as the composite pan. You just won't be able to reinstall the stone guard. The steel pan also requires rerouting of the fill and drain lines to the side.
If you really want to tackle fixing your existing pan, you will have to drain the oil and remove the pan to access the interior nut. After tightening that nut you will have to replace the oil pan gasket and torque each bolt to the proper specification (I don't remember what that was, but think it was 22 foot pounds). This fix at best will probably be only temporary because it will eventually work loose again.
My recommendation is to replace it with a steel pan. You could also speak with Cummins in Coburg for their advice.

I have the steel Guard over my metal replacement pan with about 1.5 inches separating the two.

I've replaced the oil pan on my ISL 400 in '02 Intrigue #11410 twice - both times because I scraped it going up a driveway with a little to sharp starting angle. They were all metal as near as I could see. What's this "protective guard" referred to in a couple posts? There's no and never has been any kind of protector plate in mine although it might have helped. Something on later models?
