Wher to find a shop with a TEST ECM?

Hello fellow Country Coachers.

We are trouble shooting a Cummins ISL 370 engine brake problem, and both myself and Cummins are about 90% sure it's a bad ECM. Problem is, they don't have a test ECM and the only way to get one is to buy it for $1275 + $250 to program it (a Cummins remanufactured one). The ECM part number I'm looking for is 3944125. Anyone got one of these laying around? We're in the Orlando, FL area. Thanks for any help you can provide.
