The only problem with that is I have the heads off of the faucets and they do not work.

Disconnect the cold water supply under the faucet and see if you have water there. If you do, the problem is in the faucet itself and it will need to be taken apart and clean the control ports. Not too difficult with a single lever faucet. Make certain you put the parts back in the same way they came out. That should clear up the problem.
