Another possibility which I have experienced is hung up brushes. The old rap it with a hammer routine was often used for this reason. Some times the brushes stick in the brush holders. I have seen this occur in brand new starters as well as old ones. When worn badly, the rap sometimes allows contact and one more start. If you are willing, the starter can be removed and dismantled to check this and some of the other points mentioned. If not I would think a Cummins shop will be your best bet. Depending on where you are located, you may wish to consult the yellow pages to serch for a stsrter repair shop. In many cases a RV dealer is going to send it to a starter shop for fixing anyway. They can tell you quickly if they will service it. If you remove it it will save time and money.

I have not read every post regarding this problem, but make sure you check the relay (solenoid) which connects the starter to the battery.
I you have ever been under the hood of an old Ford you know what it looks like. A fellow camper who happens to sell big boats had his not make contact and by tapping on it the starter worked. He replaced that solenoid with a marine-rated one as big boats have the same problem.
