heart interface link 2000 and slide out seal

I just recently bought a 2003 country coach. does this panel alway make the loud fan noise? I am assuming for cooling.
I moved in one to the slide outs and It had water on it from a rain fall. Water poored inside the coach. Is the rubber seal bad or is there an adjustment I can make.
