Another Roof Air Problem

This is a variation of a common problem, but maybe some of you have had it also. My front roof A/C unit blows but does not blow refrigerated air. However, it is trying, as with the DuoTherm set to "fan only", the unit draws 2.8 amps, but with it set to "cool", the unit draws 8.3 amps. The rear A/C, when blowing cold air, draws about 11 amps. Can anyone explain this? It would seem that if the starting capacitor were blown, the compressor would not start at all. However, the compressor must be operating in at least a limited way in order for it to be pulling more amps when the thermostat is set to cool than when set to fan only. The capacitor looks normal, although I did not attempt to pull it out yet.
