Starting issues. Please advise

I have starting issues on a 1998 Country Coach Allure 36' with the 325HP Cummins.

I have, at times, had to use the boost to start the engine.
Removed all batteries and cleaned post and cables. Any other connections that started from the batteries was cleaned and sprayed with anti-corrosion spray.

All battery voltage is in the 13.0-13.5 range.
Turn the ignition switch to start, and the starter will not engage. Headlights stay bright while trying to start. I have battery voltage leaving battery, thru disconnect switch and breaker but starter does not engage.
Found full battery voltage everywhere except at a terminal on starter relay solenoid. According to my wiring scheme, the terminal on the starter relay solenoid goes to starter solenoid (mounted on starter) and fuel switch. I only have about 10.5-11.0 volts at that terminal. I don't know if that's sufficent to operate the starter or not. There appears to be a bare wire resistor bridging between the VIM post and ground post on the starter relay solenoid.

If you have good voltage going into the relay and no so good voltage going out then you probably have bad contacts inside the relay. They are fairy easy to find and not too expensive from most sources. This is one of those parts that pays to shop around for a good price. I carry 1 as a spare but after seeing how many there are in my coach I will probably get a couple more.
The 'resistor' you see is actually a diode. Make sure and install it on the new relay exactly as it is on the existing relay. There is a white band at one end. They only let current flow in one direction.

Roy, Check both small terminals on the starter solenoid relay. The ignition switch cranking position should activate the small solenoid terminals, connecting both large terminals. You should have 12+ volts at one large terminal when inactive. We had to replace ours last year at 122,000 miles with a continues duty relay.
I reused the original resistor on the small terminals....Skip 2002 Intrigue #11329

Also, verify that your main battery ground is good.
