Clear Coat Peeling and Replacement

Well, CC did a great job of Clear Coating the gel coat on my old rig.
The Clear Coat lasted at least 15 years and some is still working at 19 years.
I have read that to paint Gel Coat, a good primer is needed to make paint adhere to the gel coat.

Clear Coat is paint.

CC used no obvious primer or base coat on 50% of my rig.
How did they get Clear Coat to stick so long to gel coat? ( I have tried and failed.)
