Scan Gauge D and 2002 Country Coach with Cummins ISC 350

This is our first diesel pusher so we are learning a lot as we work our way through the issues.

I studied the Allison Transmission manual. I learned that I can use the shift selector console to ask the transmission what it thinks of its fluid level and what diagnostic trouble codes have been set, if any. The console reports that the fluid level is OK but the Allison Transmission has been unsuccessful in trying to get the Cummins engine to provide data from the throttle position sensor (DTC66-00).

I connected a Scan Gauge D to the J1708 diagnostic port under the dash above the accelerator pedal on our 2002 Country Coach with the Cummins ISC 350 engine. The Scan Gauge D says the diagnostic port is not communicating.

Should the Scan Gauge D work on my coach? And, if so, what might be preventing the Scan Gauge D from getting valid data? I carefully followed the prescribed sequence for connecting the gauge and I consulted the troubleshooting guide and confirmed that the gauge is configured for the J1708 interface.

Should the TCM (transmission control module) be able to get a valid response from the ECM (engine control module) on my coach?

Are these two separate issues or two manifestations of a single issue?
