Center Row of Chassis fuses will not activate - Shift Pad will not w

1995 Magna with Cummins.

I have checked the White Rodgers ignition solenoid and it seems to be functioning as designed on the bench.
In the rig, I cannot get current to pass through the solenoid to power the center row of fuses and hence the shift pad.

Engine starts fine, just cannot shift.
The trigger wires to the ignition solenoid are from the EPM box and the floor located EPM override switch.
I can bypass the solenoid to drive the rig to my storage lot, but do need to solve the problem for future use.
I have a new solenoid ordered, but wondered if anyone has had a similar problem and was it the solenoid or the EPM unit?

I had trouble with the wiring harness in the bay under the drivers seat. There was a factory splice that did not use a weather pack connector. The connection corroded and the wires started to break off. I first noticed this because erratic shifting. I cut each wire from the connector and soldered and sealed them with shrink tube. I haven't had any trouble since. The harness had an extra 4 feet of wire tied up, so length was not a factor.

This is a good item for everyone to check as a preventive repair. Easy to do when you are not traveling.
I also noticed they did the same thing with my generator control wiring. I was unable to stop the gen remotely because the wire corroded and broke off. Again, the use of a slightly more expensive sealing connector solves the problem.
