Still trying to figure out Hurricane hot water heater

Just picked it up last week and am still trying to learn the system.
I can't shut off the electrical part of the HW system unless I turn off one of the switches outside. It just keeps producing hot water upon demand, even with the two 20 amp circuit breakers back in the bedroom in the off position, the hot water switch above the door is off, and the central heater switch above the door is off. I have two rocker switches at the control box down by the heater. They are not labled, but the Hurricane book shows the top one as a service switch, but does not reference the bottom one. After I turned the bottom one off, that did it. The circulating pump went off, and I started getting cold water from the tap. But, I can't get it (the hot water)to fire (flame) off with that switch off either. So I either get electric hot water all the time with that switch on, or nothing with it off. One of the techs at CC stated that I must have a wiring problem because (and I agree) there's no way I should get power to the heating elements with the Circuit breakers off. Also, he confirmed that I should be able to control the electric hot water from the HW switch on inside above the entry door with the bottom rocker switch down below, on (he clarified that this is the HW heater switch). He is also going to chase down some wiring info for me in the books and get back to me. Both Country coach and Hurricane (ITR) have been great in trying to help me. Hurricane is even going to send me a new upgraded control board, so I can have the latest and greates, but this won't fix the current problem, I don't think. Anybody else have a similar problem?
