Strange H2O pressure

I replaced the H2O pump due to leaking not long ago. The pump pulses or surges when the water tank is more than half full. When the water level drops below half, the pump run smoothly--no pulses or surges.
Does this make sense to anyone and could you please explain it to me using small words? [PS-the replacement pump is like original equipment, not sure of the model]
