Shifting Problems

My 2000 Allure fails to shift correctly. It stays in the lower gears longer than it should and will not shift into sixth gear. I worked with Allison and there were no error codes, so Allison said the transmission was O.K. and pointed to the engine. Allison says the engine is not developing enough power to allow the transmission to shift. There is no noticable power reduction so I don't think this is the problem. Any ideas?
