Heat Pumps and thermostat

Not a big question, but I'm curious: I have 3 AC/heat pumps on my Affinity. On my thermostat, the #1 and #3 pump fan speeds are permanently set at low speed. The #2 pump fan can be set to AUTO. The difference is that when reaching the set temp, #2 pump and fan will shut down completely, while #1&3 fan will continue running, blowing cold air. Doesn't make sense to me. Is this your setup too?
