ATC/ABS lights and codes

My ATC light is flashing and my ABS light is on. My Silverleaf is showing "14 4 1 Axle 1+2 low voltage". Anyone know what this means and what I need to do to fix it? This is not just because my tag was up. It's not going away.

I had ABS issues. Went to Sacramento Truck Service, they replaced tag sensor.
ABS light still on. They then replaced ABS cable - ABS light off.
Many hours labor, had to remove bay ceilings. Good thing extended warranty paid.

I spoke with Meritor/Wabco today. Guy said this is very common and results from the sensors not being close enough the ABS wheel thing as things wear. A few thousands of an inch is all it takes. He said there's a little cap you remove and you simply press in on the sensor to move it into contact again. Of course it could also be wiring. It would seem as if axles 1 and 2 are probably the steer axles and I have disc brakes up there. I haven't gone to take a peek due to high winds but I will soon.
