Plumbing - 2008 Intrigue

When I hook up to a fresh water faucet and turn on the water to fill my holding tank, water immediately starts coming out of my outside utility faucet. If I chage the valve from city to tank it makes no difference. I have made sure the valves on the faucet are closed. Has anyone had this experience and what was the fix?
